This is a very, very subtle artifact. A Shepherd's
Crook (which is always disguised as something else:
the name is traditional) encourages humans to
congregate around it. No one is forced to, and it
will not affect someone simply walking through the
zone of effect (5 yards per level of the artifact),
but anyone waiting or sitting in the affected area
will tend to either stay there or move closer to the
artifact. Affected humans simply feel slightly more
comfortable when in range: put this relic in a crowded
area (such as an airport or bus depot), and within an
hour the zone of effect will be noticeably more
congested than anywhere else.
Possession of this artifact is a de facto capital
crime in any region controlled by Heaven (and some
places where it doesn't). This may seem unusually
harsh, except that Hell finds this relic invaluable
when they need to ensure a good body count for a bomb
or sniper attack. Thus, the Host assumes that anyone
in possession of this relic is actively planning to
randomly murder a large number of people, and acts
accordingly...
Base Cost: 3 per level of the relic. Shepherd's
Crooks often have the Unbreakable or Hard to Detect Features: add to final cost.
