Aerial Adventure Guide Volume One: Rulers of the Sky

Some gaming products feel cohesive, where all the parts fall together as if there was an eye toward making a complete product; such products seem like they cover their subjects thoroughly, answering any questions the reader may have and (ideally) answering questions the reader didn't know he had.
Other gaming books seem less cohesive, feeling more like a collection of magazine articles than an exhaustive tome. While the individual pieces may make complete sense and be satisfying in their own way, the work as a whole feels less than complete. Aerial Adventure Guide Volume One: Rulers of the Sky is an example of the latter.
Part of this may well be by design; as implied by its name, Aerial Adventure Guide Volume One: Rulers of the Sky is the first of multiple volumes dealing with its subject - creating a detailed aerial campaign world, either as a primary setting or an exciting place to visit. According to the back cover, two additional books are planned. Volume Two: Sellaine: Jewel of the Clouds will deal with settings, and Volume Three: Monsters, Magic, and Sky Ships will cover monsters and items. Rulers of the Sky, as the first volume of this series, claims to concern itself with rules. Yet there is some overlap with this goal and those of the other volumes, with setting material interspersed and a monster section.
