Let me begin by answering your most immediate question: Back East: The South (BE: TS) is well worth the $20 price tag for players of Deadlands, and well worth considering for any serious horror roleplayer. Deadlands players will find their campaign world enriched by the material on CSA culture and politics, while other horror roleplaying gamers can find ample material not dependent on the Deadlands setting -- and perhaps be inspired by that which is -- for use in their own games. The conversion rules for Deadlands to Call of Cthulhu (available in the Deadlands dime novel Adios, A-Mi-Go! -- retail price: $4.95) make translation from the Deadlands setting into other settings relatively simple.BE: TS is as much about what it means to be a southerner in the world of Deadlands as it is about the South east of the Mississippi. Much as Tales of Terror: 1877 updated the politics and the course of the war, BE: TS helps explain what motivates the individual southerner to continue to fight. As a result, it is useful to any gamemaster or player who has former CSA soldiers in their posse. Those about to create such a character will find BE: TS indispensable for both the background information and the new Edges (Cavalier, Foot Cavalry, Forbearance, Gallows Humor, Rebel Yell, Seen the Elephant) and Hindrances (Honorable, Impulsive).
